I can't reproduce this issue when creating a runtime named "JBoss 4.2 Runtime".
The "Create a new runtime environment" quick fix is contributed by WTP. You have to create a runtime with the name that fits runtime "JBoss 4.2 Runtime" in the project.
Maybe a better fix would be "Targeted Runtimes" that would call the project's property page - "Targeted runtimes". The user would be able to add and/or change a runtime using this page. The user would also be able to change the runtime for each individual project.
We could place this quick fix in the as.ui plugin in order it to be available out of the Project examples plugin.
