I did Open Ons for:

1. <portlet-class>org.jboss.portal.test.wsrp.portlet.ApplicationScopeSetPortlet</portlet-class>

2. <resource-bundle>a_boundle.properties</resource-bundle>

I created next classes:

1. /org.jboss.tools.common.text.ext/src/org/jboss/tools/common/text/ext/hyperlink/xml/PortletHyperlink.java

2. /org.jboss.tools.common.text.ext/src/org/jboss/tools/common/text/ext/hyperlink/xml/PortletHyperlinkPartitioner.java

and updated /org.jboss.tools.common.text.ext/plugin.xml

I did not create new plugin org.jboss.tools.portlet.text.ext for two classes. May be I was wrong?
