This contribution has been moved to the org.jboss.tools.common.verification.ui plugin.
The org.eclipse.ui.projectConfigure menu can't be used because it is available only for a project.
I have removed this action from the project's popup menu because there is already a possibility to suspend all validators for a project.
I have added a confirmation dialog.
