For now, I have add a feature and a test plugin for bpel editor.
* the feature include all of bpel plugins
  I have not seperate deploy plugins from the feature because Denny said the deploy plugins contain a deploy.xml editor. I do
  not know if we will use this deploy.xml editor in the future.
* the plugins names are still org.eclipse.bpel.*
  I had a try to change these names to org.jboss.tools.bpel.*, but I found many files, for example extension point files, need to reference
  the plugins' name. We have to change many files. So I think for this release, we should use the org.eclipse.bpel.* plugins name. 
  After we have a chat with eclipse bpel team, we can  decide if still use org.eclipse.bpel.* or use our namespace for next release
