Idea, "specialization" of New Annotation:

Name is variable.
Retention must be runtime.
Add the propert meta-annotation
Documented should be default - but can de disabled.
Spec lists the various Target possible for type.

Stereotype has more options like having a default scope, default name and more - see spec.
