You can access this page in the window -> preferences section. 

It is under the "Server" category. It allows you to set a default fileset for each server type. There is also an item in the combo that reads "All server types".

When a new JBoss 5.0 server is created, the union of the "All server types" default filesets and the JBoss 5.0 default filesets will be automatically added to this server object.
