I attach example of jboss-esb.xml file. 
It has <property name="smooksConfig" value="/META-INF/smooks-config.xml"/>
where /META-INF prefix added because smooks-config.xml is in this folder.
When prefix is removed, open-on does not work, because it looks for resource relative to esbcontent folder.

This is to be clarified in JBIDE-4272
