    Resolution: Cannot Reproduce Bug


The server is still in "starting" mode as can be seen in your screenshot (barely if you look under the context menu). You cannot publish when the server is in the middle of starting. You cannot stop or start a server when it's "starting"

This would also explain why the deployment has failed. The server hasn't completed starting up yet.
