What Rob says makes sense to me. If it's only in test plugins, it shouldn't show up for users.
Anyway, it seems to be caused by this upstream bug: https://bugs.eclipse.org/bugs/show_bug.cgi?id=275274
If only I could resist the urge to say something about p2.
