Open a bpel file and click on the blank of the bpel editor
At this time, in the properties view, choose the Imports Tab.
Click the 'Import an XSD' button, a wizard opens
Choose the Import Source=URL. 
Cancel the wizard
Reopen the wizard, Import Source=URL, but the wizard page = Resource wizard page
