Open a bpel file and choose a 'Receive' element (if no Receive, create one)
In the properties view, choose the message exchange tab
there is a combobox, in it, you can create a local message exchange.
but if you do this operation, you will get a  error:
java.lang.NullPointerException
at org.eclipse.gef.editparts.AbstractEditPart.getRoot(AbstractEditPart.java:551)
