Based on what I've seen packaging eclipse-nls/Babel for Fedora, I would recommend removing Babel's feature definitions, and just deploying the fragment plugins under dropins/babel.  

Langpack features don't really do anything useful unless you're going through an update manager, and they can actually cause usable fragments to be elimininated from the configuration if you don't have some of the other fragments' host plugins installed.  When using p2 metadata, you can modify content.xml to make the fragments optional, but I don't think this applies to dropins.

It's probably worth mentioning that the total size for the plugin jars (de, es, fr, ja, pt_BR, zh) is about 24MB.  (Using 20090423 Galileo langpacks.)
