Toolbar was moved out of the visual part of the VPE to the fixed left vertical position. Vertical position seems more convenient: top eclipse's toolbars are associated with eclipses own features, bottom position is not popular, noticing that left vertical position was considered more suitable, correlated with previous toolbar position,there is has good visibility on the screen and usability.

In the future there could be some improvements if needed:
1) some other toolbar options(actions) could be added to the toolbar. 
2) option to choose toolbar position could be added to VPE preferences.
