This bug is caused by the different namespace.
The bpel 1.1 partnerlinktype namespace is: http://schemas.xmlsoap.org/ws/2003/05/partner-link/
The bpel 2.0 partnerlinktype namespace is: http://docs.oasis-open.org/wsbpel/2.0/plnktype/

So we do not need to fix this issue. But if user use the bpel editor to open a file that includes the bpel1.1 parterlinktype, he should change the namespace at first.
