in hibernate query editor - also possible make it like original eclipse toolbar - but here this is natural part of editor - actions: run query, clear, select console config and restrict max results - all actions here about CONTENT of editor, WITHOUT big dialogs.
in VPE ->
Preferences - same as Window - Preferences (look like preferences for all VPEs) - big dialog
Refresh - refresh visual part - why preview page without Refresh?
Page Design Options - big dialog
VPE Page separator - this is UI configuration - not editor content - this is natural place - is eclipse toolbar - should be drop down button - with 4 place selections - not rotate (rotation is unnatural here - please show me other UI example with rotation - original UI disign - as I think developers which will use VPE wil not appreciate this)
