https://svn.jboss.org/repos/jbosstools/trunk/bpel/plugins/ lists a number of org.eclipse.bpel.* plugins
https://svn.jboss.org/repos/jbosstools/trunk/bpel/features/org.jboss.bpel.feature/feature.xml lists plugins named with the org.jboss.bpel namespace. 

Because of this disconnect, the feature is invalid. You will either need to fix the feature.xml or refactor the plugins to match the stated names.
