The issue is that the server actions (in the top area) are all:

1) contributed by wtp
2) only work for IServer objects

none of them work for modules. at all. and I can't change those classes. My options are:

1) I can duplicate those classes and change them, but that'd be code duplication and a divergence from wtp code. 
2) Or I can suggest WTP change them so that they work on modules also.  Then we get to wait
3) I can add a new icon for full publish that works on a particular module rather than a server. However incremental publish would still work only for the servers as that action is (still) contributed by WTP.
