EXECUTE: Open Web Projects view
EXECUTE: WebContent -> New -> File -> Hibernate Configuration 3.0 
ASSERT:    Hibernate Configuration File Wizard should appear. (Like after Ctrl+N or File -> New -> Other -> Hibernate Configuration File )
