I'm thinking of re-opening (and then rejecting) this issue. I've been running tests and some actions are getting done twice due to the structure of the project.

I've been re-reading Max's comments, and I agree with him. You should simply have to do a build. Once the build is done, the archive should be automatically re-generated as part of the build process (step 2). 

And, if in the archives view you jiggle some automatic deployment options, step 3 will also be done for you.

This should not be done in the Full Publish action at all... and it's causing problems. 

I'd like to get your thoughts if this user flow makes sense to you. It should work whether the builder is enabled or not. Once you initiate a build event, the archives builder should automatically run, and if you have the proper settings, so should deployment.

(This wouldn't be functioning in GA right now. It's suggested for the next patch).
