Now VPE doesn't support  seam resource bundles. Seam Model has necessary functionality to get resource bundles. But using this functionality directly demands adding of dependencies to seam plugins. I think that right  way is using of extension points. But such functionality is not exist yet. Alexey Kazakov is working in this direction. So I think we should suspend this issue.
