EPP this needs a better easier way to create a new project!!!

When it is deployed it is not placed in the deploy directory as projects are in/with the SOA-P and EPP?  Why is this the case?

I am now in some inconsistent state and can not republish w/o restarting the server.

All of the products need to use the exact same way of deploying a new application w/o exception.
