We have this issue on all 4 machines where I've installed JBDS.
I didn't pay a lot of attention, but for sure on one machine these options were NOT available upon intial install. I added a 4.3 EAP server, and various other IDE setup activities, and now when I go back in to the add server screen I see the WTP servers available.
