I got the same under linux. to reproduce. Set cursor in editable vpe area (h1 for instance) and press Ctrl+Shif+U, then release the keys, you'll see underscored u. then type 00e3 and hit space. Nothing happens because you just will see '00e3 ' typed. But the same approach in source editor works just fine and you'll see 'ã'.
