When "Web Project" view is activated, "Run As.." -> "Run on Server" is missing

Steps to reproduce:
EX: Create JSF Project "test_jsf"
EX: Activate Web Project view
EX: Select "test_jsf"
EX: Click on "Run As" toolbar button, select "Run As"
FAILURE: "Run on Server" option is missing
ASSERT: "Run on Server" should be available
WORKAROUND: Switch to Package Explorer View
