It seems that xul.lib won't be created when "ac_add_options --enable-static --disable-libxul" parameter is set. And "This is not a supported build configuration" when --enable-static is set.

And it is written on mozilla build configuration that: "--disable-libxul is not directly supported by xulrunner without manually managing the dynamic library load path."
