John, are 'Smooks transformation actions' - out-of-the box actions? In this case the best solution is to implement forms for them as for org.jboss.soa.esb.smooks.SmooksAction. 
Or can a custom action become a Smooks transformation action and use smooksConfig property? Then I would agree that custom panel is needed always for the property named smooksConfig.
