As per Tom Baeyens' request the name is created for every transition but the first one because the engine does not need the transition name when there is only one outgoing transition. If this is not really what you wanted, you should engage Tom in a discussion on the jBPM forums, try to convince him of your idea (WARNING: very difficult task! ;-) ) and reopen the issue with a reference to the discussion.
