Summarizing the description:
1) "Ask for tag attributes during tag insert" dialog always appears while dragging to the source part regardless of the checkbox option.
2) The dialog never shows up while dragging to the visual part regardless of the checkbox option also.

So tasks are:
1) Read the checkbox option while dragging to the source part.
2) Restore the dialog showing for the visual part.
