Before 3.0.0 version was released this wizard had been turned off.  The reason of it were changes in CSS Style dialog. Ability to select css files was turned off in the CSS Style dialog. As CSS Class Wizard was contained  controls of css style dialog so it lost this ability too. But without this ability  the wizard had no sense . CSS Style Dialog was refactored for 3.0.1 release.  Common controls and functionalities have been separated. And css class wizard  can be returned. But we should create wizard from the start in compliance with new structure of classes.
