 Brian, I guess you tested the deployment of BPEL project with JBT build before 2009-10-19,  just checked the change record of the JstPublisher.java in 
plugin "org.jboss.ide.eclipse.as.core",  the JstPublisher.java was modified at October 19, it's the change that break the JBoss AS deployment, in the 
trunk, it's fixed by rob yesterday but M4 branches didn't.
