With Mac Snow Leopard 10.6.1 and the JDK 1.6 as the default double clicking on the jbdevstudio-eap-macosx-carbon-2.1.0.v200909250150R-H168-GA.jar seemed to bring up the installer correctly.  I think at least on 10.6.1 this bug can be closed.
