   I've tried packaging composite components resources to /webroot/META-INF/resources/.. and to /webroot/WEB-INF/classes/resources/.. Composits from these locations haven't been resolved on server by JSF 2. The Facelets implementation in Mojarra simply rendered the component as it was defined in the source without ony modifications or replacements.

According to JSF 2 Specification in section "2.6 Resource Handling": 
1) The default implementation must support packaging resources in the web  application root under the path resources/<resourceIdentifier>
2) For the default implementation, resources packaged in the classpath must reside under the JAR entry name: META-INF/resources/<resourceIdentifier>.

So for now there are only two default locations for resources.
