yes.  because the BPEL project is WTP utility project,  all bpel project are Utility projects but it doesn't mean all utility project are BPEL project,
so when server publish a bpel project, it should know which utility project is for bpel and which one is not. 
Rob, you might  distinguish it by checking if the project contains bpel facet, just a suggestion.
