This issue is closed correctly. The main FR is to set toolbar in fixed position. And this was done. Toolbar is in fixed vertical position now. Before this toolbar had been a part of Visual Pane and rotated together with the Visual Pane. Many questions connected to visual design are solved and will be solved in the network of JBIDE-4705, JBIDE-4701. For any other suggestions, I think, another issues should be created.
