It looks like you right, it seems to be related to UNIX/Windows EOL. If I save and reopen editor after Step 5. Everything is fine and '>' is in place. I played a bit with EOL preferences and now I cannot reproduce it no matter what style is selected Windows or UNIX. But it appears for fresh installation.
