Alexey, thank you for the tip - we just need that to be available in a quick fix then ;)

Victor, the first version of this would for me just be adding a list of frequently used libraries, BUT if we already have this info (i.e. the palette seem to know about which header should be included for a tag) then we could simply just use that ?

About check for the library existence is not needed here IMO, at least not initially. 
That should/could be done with an warning instead (i.e. when checking the xhtml)
