When I separated palette, I put ajax4jsf and richfaces palette groups into org.jboss.tools.seam.xml.
It looks like your installation does not include this plugin.
So, now I separated these groups further and moved them into
 org.jboss.tools.jsf.vpe.ajax4jsf
 org.jboss.tools.jsf.vpe.richfaces
 org.jboss.tools.jsf.vpe.seam
which must be in your installation for the groups be of use.

Dropping tld into palette requires ui from
org.jboss.tools.web.ui.
Please check that your installation includes this plugin. I have it, and cannot reproduce the problem.
