1) is the console configuration actually used for anything completion relevant in the Criteria editor ?
Yes, it adds Persistent classed to import, so they become available in code.
For ex.
session.createCriteria(Cat.class)

2) why not make HQL open console configuration automatically ? (I assume there is a reason - so just wanted to remember what that is)
As I remember users with heavyweight console configuration filled discomfort with automatic build.
