After looking at the code a bit more, it's quite likely the rename was failing on every single file. Each rename tries 10 times (was originally upstream code that we coppied) and goes 100ms each one, so that could be up to one second per file. If you had 1200 files, that could be 1200 seconds, which would make it a 20 minute publish, so that makes sense. 

I'm going to migrate this but opened.  If I can think of a better way to do this I might get to work on it but ti doesn't seem to be highest priority right now.
