No. These tests don't require jBPM runtime and they do really nothing with jBPM. They test only VPE templates and everything that connected with visual representation of jBPM components in VPE (JBIDE-6114). So, if you don't like JBPMAllTests name, we can rename JBPMVPEAllTests...
