With my example, which is SOA-P5.0, the attached deployment.xml takes care of the issue.  Note as David mentioned, the soap.esb dependency is NOT needed.  It is the external WSDL/Web Service that it was waiting for.  So, this means that a web service is down, the esb will hang.  Is that good?
