Two things seem to be the problem. First, is an error in my code (two line fix) which for some reason missed this case.Not sure how that happened but it does seem obscure. 

Second, though, is that even in the server view, this item created in Step 8 still shows "synchronized" since the view is checking for a delta and its returning no delta. 

I'll try to get an upstream bug for this case. And I'll attach the patch for JBT.
