Preferences->Validation->Settings page is available only for WST validators V2. But our KB Project validator implements WST validator V1. So we can't implement this settings (with exclude/include rules) without migrating to validator V2 framework.
So far I added enable/disable checkboxes for CDI/EL/Seam validators. So user can disable/enable them via corresponding preference pages. I will create separate issue to move to WST validation framework V2.
