I've checked it on my environment. Resource bundle has been determined correctly.

In faces-config.xml I have:
		<resource-bundle>
			<base-name>demo.bundles.messages</base-name>
			<var>bundles2</var>
		</resource-bundle>

And the dialog was initialized correctly. See screenshot.

Attach please your jsp/xhtml file where you are trying to externalize the string.
Do you have "labels.properties" file in the specified folder?
