The way to separate docbook templates has been added. An configuration of VPE has been created and now it's called Docbook editor(see screenshot). For now it supports a litle part of docbook templates, and about functionality which will be useful I think we can contact docbook team. An issue to add docbook templates has been created, see https://jira.jboss.org/browse/JBIDE-6805 .
