This is an issue of Eclipse. Try to create any Eclipse project (General->Project or Java Project). You cannot select default location and point it to workspace. I agree that error message is not very clear since it say the selected folder overlaps the location of another project. But any way this is an issue of Eclipse. Please report it to https://bugs.eclipse.org/bugs/
