We should create an empty beans.xml for WTP projects (WEB-INF/beans.xml for war's and META-INF/beans.xml for EJBs) while enabling CDI for the project.

Steps to verify:
1. Create JSF 2 Project (using New JSF Wizard).
2. Go to Preferences->CDI
3. Enable CDI there.
4. There should be beans.xml in WEB-INF folder.
