When you have an application without a descriptor (i.e. a WAR with CDI) then the Touch button does not seem to do anything and it does not even tell user that something is wrong/missing. 

I suggest that 

If the touch button cannot find a descriptor and the project is a WTP project it should offer to do a full publish of the project.

Then the project will actually get redeployed since it gets deleted then created again.

Things to consider:
A) will this work only for JBoss Server adapters ? 

B) how do we handle if a project is deployed to multiple servers - should at least ask/show the list of servers before we push it for all.
