Sorry, JIRA had some sort of JavaScript freakout and saved a different component than I selected.
This is a JSR-299 CDI feature. It complements the wizards to create a qualifier, stereotype, interceptor binding, etc.
Basically, creating an AnnotationLiteral class should be point and click :)
