Well, this dialog was add to Palette as a new feature. Now you call it a bug :)
BTW we have some advanced dialogs. For example if you try to DnD h:dataTable then you will see such a dialog which is supposed to help the user to create a complex dataTable structure.
If some tags doesn't have any special dialogs then we show default one with attributes (w/ two tabs: 1. required attributes; 2. others)
I wouldn't say that this feature actually a bug. But I think it's a good idea to add a new property to preferences page to let user disable this feature and don't show those dialogs at all.
I suggest the following:
1. Add a checkbox to those dialogs: "Don't show this dialog again". Or something like that. If user check it then don't show any dialogs when user DnD from Palette. - disabled by default.
2. Add a property to preferences to show/don't show the dialog. - Show the dialog by default.
